What is the aim/objective? 
This measure is aimed at supporting the creation and early-stage development of new firms meeting two requirements: (1) high skilled human resources, and/or (2) activities in industries with high growth prospects. The main goal is to encourage entrepreneurship, particularly in companies wuith high knowledge and research contents. Since the measure also addresses company creation in industries with strong demand, it may be considered that the measure is also aimed at supporting 'gazelles'. A third goal is to help companies in overcoming the 'teething', early stage problems.
Give an overview of the instrument 
This measure is aimed at responding to a traditional shortcoming in Portugal's innovation policy mix: support to knowledge-intensive entrepreneurship. It has been widely acknowledged that there has been a dearth in skilled entrepreneurship initiatives. In particular, earlier support measures, such as NEST (new technology-based firms support system), launched in 2002, have failed. The preparatory studies for the new NSRF have strongly pointed out the need to design specific incentives, attractive enough to boost the creation of new knowledge-based firms. The present measure stems from these concerns and is hence focused on the promotion of skill-intensive company creation and early-stage development.
