What is the aim/objective? 
Before starting a project it is necessary to analyse its feasibility (SWOT...). SMEs often have a lack of time and knowledge to define market research, therefore the technology centre is authorized from the Federal ministry of Economics and Development to overtake this tasks/ analysis.
Give an overview of the practice 
SME will realize a project (new technology/new work area) to estimate the risks, the technology centre is implementing necessary analyses (SWOT) for the SME. The technology centre is planning an implementation concept (contains a proposal for project funding and a concrete project proposal). The technology centre searches for necessary partners. This is funded by the Federal Ministry of Economics and Development.
